Copenhagen shows similar progress. In 2025, walking and cycling each reached at least 25% of trips. Public transport accounted for 21%. Cars represented 26%. Still, safety was not felt equally. In 2024, 72% of men felt safe cycling. Among women, the figure was only 54%. Clean transport matters. So does confidence in using it.

A green city can still be expensive. Popular sustainable districts often attract new investment. Demand rises. Then rents and property prices may follow. Lower-income residents may move farther away. That can place them farther from jobs and services. New costs soon appear.

Longer commutes often mean higher travel expenses. Some households may eventually need a car. That can reduce the benefits of sustainable city living. Housing already takes a large share of income in many countries.

In Finland, tenants spend a median of about 31% of income on rent. Lower-income renters often spend much more. Energy costs matter too. An older apartment may look affordable. Yet poor insulation can raise heating bills.

Weak cooling may increase summer costs. So, affordability is not just about rent. Location matters. Building quality matters too. Transport can change the final monthly cost.

A city may score well for clean energy. It can still face serious climate threats. Extreme heat affects around 1.7 billion urban residents. Why does this happen? Dense buildings can trap heat. Dark surfaces absorb sunlight. Limited vegetation reduces natural cooling. That means citywide scores may miss severe local exposure.

Do Environmental Policies Deliver Measurable Results?

Climate targets can sound impressive. Yet real progress matters more. Oslo plans to cut emissions by 95% by 2030. The city uses 2009 as its starting point. In 2023, road traffic still produced 44% of Oslo’s emissions. Energy supply produced another 27%.

Even so, the city has made clear progress. Road emissions have fallen by almost 30% since 2009. Municipal operations cut emissions by 91% between 2012 and 2023.

London offers another example. Its Ultra Low Emission Zone expanded across every borough in 2023. By 2024, roadside nitrogen dioxide was estimated to be 27% lower.

The result varied by area. Central London recorded a 54% reduction. Outer London recorded a 24% decrease. These figures matter because they show results. Announcements alone do not improve air quality.

Measurable results show whether urban climate policies are working more than “Greenest City” lists ever could.

A useful city comparison needs more than environmental data because air quality affects health every day. Green space can support exercise. It can also improve mental well-being. However, access decides who benefits.

Public transport needs closer attention too. Distance to a stop matters. Still, distance alone says little. Frequency shapes convenience. Reliability shapes trust. Cost decides who can use the system regularly. Housing needs the same level of detail.

Monthly rent is important. Utility costs matter too. Building condition can change comfort and expenses. Location may also raise transport costs. Climate risks should be measured locally. Important risks include:
